A single ambition, decent housing for all !

The right to housing represents one of man's basic rights guaranteed by article 23 of the Belgian Constitution:

Everyone has the right to lead a life of human dignity. guaranteed for that purpose, the law, the Decree (…) taking into account the corresponding obligations and the economic, social and cultural rights and laying down the conditions of their exercise. These rights comprise, in particular, the right to decent housing.


Its activities

In a few words …

Together with its 68 approved housing associations, The Walloon Housing Association forms s network, which

  • is the principal public housing agency in Wallonia; 
  • aims to help implement the constitutional right to decent housing granted to every citizen.

The task of The Walloon Housing Association is that

  • of providing, on behalf of the Walloon Government, advice, assistance and financial, technical administrative and social service protection to public housing associations;
  • of helping local authorities, (communities, CPAS, provinces) to implement their housing projects;
  • of coordinating on the one hand, the development and letting management of 102,000 dwellings and on the other hand the creation of dwellings destined for allocation as a social service;
  • of providing the financing of investment and the strategy and land management, which are essential to the activities in this sector;
  • of acting as a real estate agent.

In partnership with local authorities and housing associations, The Walloon Housing Association implements programmes of investment for

  • the creation and equipment of public housing in the form of erecting new and purchasing existing buildings; 
  • the renovation, reconstruction or restoration of existing buildings; 
  • the renovation and maintenance of the existing stock of housing for letting.

The Walloon Housing Association gives priority to

  • the renovation and maintenance of the existing stock of housing for letting and the creation of dwellings;
  • the creation of urban dwellings and to operations which contribute to the rehabilitation of the habitat of towns and villages.


The aims of the SWL (The Walloon Housing Association)

The WHA acts as a public service association. It seeks to impart high quality to the services which it provides to its outside partners and contacts.

In a few figures…

  • over 103.000 public and semi-public dwellings; 
  • 214.000 persons housed, representing 6,3 % of the Walloon population; 
  • +/- 32.000 would-be tenants; 
  • +/- 620 new buildings a year.

Its form and composition

The Walloon Housing Association is a public corporation created in 1984 by Decree.

A limited liability company in form, the WHA functions as laid down by Walloon housing legislation.

Its aims and priorities are the subject of a contract of management contract concluded with the Walloon Region. The WHA is administered by a 13-member Board of Directors appointed by the Walloon Government.

The WHA has some 192 full-time employees.

Its partners are land agents and local public housing associations (lpha)

The lpha's are cooperative associations within thee meaning of the Company Code, public corporations (under the Walloon Housing legislation), approved by the WHA.

In the main, the associations exercise the tasks of

  • erecting housing for letting or for sale as a social service. They manage more than 103.000 dwellings, representing approximately a quarter of the Walloon letting stock of dwellings. 
  • taking over the management of dwellings to allocate them for letting.

Diversity

Public housing represents a source of diversity, namely

  • diversity of locations (suburbs, towns, village centres …); 
  • diversity of architecture (from garden cities of the nineteen-twenties, to current buildings); 
  • diversity of the type of creation (new or renovated buildings); 
  • diversity of des beneficiaries (relating to their ages and their social and family situation);
         …

An exceptional programme of renovation

Thanks to the support given by the Walloon Region and the Walloon Housing Association, public housing is currently benefiting from a programme to spend over one thousand million Euros over 5 years, between 2004 and 2008 concerning

  • the complete upgrading of the housing stock (37,000 dwellings) without affecting rentals;
  • contributing to a revival of Walloon economy and employment.
